Question RX Vega 56 Fans not Spinning and No Signal

I purchased a Rx Vega 56 today for my new system, I installed it into the PCIe slot and connected the power connectors, and turned the system on and I had no signal and the fans wouldn’t spin. The LED logo on the card lit up, and I could feel it get a little warmer, but that’s all that happened.

Here’s my specs: Asus B450f Gaming mobo
Corsair VS450 PSU (I know it’s not a lot but I’ve asked multiple people and they said it shouldn’t give me issues)
Ryzen 5 3600
Corsair Vengeance RGB Pro 3600MHz
PowerColor Red Dragon RX Vega 56

I guess I'll be the first to tell you that it is very likely the issue.

AMD actually recommends a 650 Watts PSU for Vega 56. Do you have the latest system BIOS installed ?

Yes, I do. I bought a cheap athlon 200ge to update the bios
