Question RX Vega 56 Red Dragon not working

I got my Red Dragon Vega 56 off eBay. The fans spin at 100% most of the time, the logo lights up and the card gets warm. The graphics card is not recognised by Windows and gives no display. I have a GTX 1080 TI which works fine in the system. Please help me by identifying and, if possible, solving the issue.
