Question RX VEGA 64 Power Use Dropped by 50%

Hi,

I can't figure this out.

My RX VEGA 64 typically runs close to full power (220w) during heavy graphics.

The other night, during heavy use, the GPU power suddenly dropped by 50% with no apparent loss in performance.
This happened during a Blood Moon on 7 Days, with dozens of zombies running around.

Then, when that was over, and things quieted down, the GPU power went BACK UP to max and back to normal behavior.
I have read over and over that it's "natural" for a GPU to run at max,...but am I missing something? Is there a switch or setting somewhere?

(NOTE: I have the newest drivers loaded, as of last week.)

I'm running a Corsair 750HXI PSU.
I have a power usage reading on my APC UPS (NS 1080 rated for 600w) that typically shows 470w max when gaming (only things plugged into it are the computer, the Wifi Router, the Cable Modem and the Monitor).

Question is What would cause the GPU to drop power usage by 50%, with no performance drop? It looked/felt like some kind of internal limiter was tripped, but as soon as graphics were not as heavy, it went back to normal.
No error messages, no reboots, no problems, just the GPU dropping power by 50%.

Any ideas what or why?
