I have a XFX Radeon RS RX480 8GB and a LeEco 43" 4K TV. I can't set refresh rate to 60HZ or even 50HZ without screen blinking and sometimes going black. LeEco TV only has two HDMI-2 ports and I have a HDMI-2 cable.

Huh? RX 480 has an HDMI 2.0b port, should be able to output 4K/60Hz just fine.

@Roy_wb is your HDMI cable a "high speed" HDMI cable? Do you have an alternative cable you can try?

There is no need for an adapter, that's a mistake. If your TV has HDMI 2.0 connection, you just have to configure it, when the PC is turned on.

You have to set it as your primary screen and enter in properties. You can do that in control panel.

I bought the display port to HDMI adapter cable and that solved the problem. No more blinking or blackouts. One good feature of the adapter is that the display port connection has a locking feature. I also noted that a lot of supposed HDMI-2.0 cables being sold did not support 60 HZ refresh rate. I would think that if a cable is rated HDMI-2.0 it should support 60 HZ refresh rate??
