I have a XFX Radeon RS RX480 8GB and a LeEco 43" 4K TV. I can't set refresh rate to 60HZ or even 50HZ without screen blinking and sometimes going black. LeEco TV only has two HDMI-2 ports and I have a HDMI-2 cable.
Yes, the GPU can do it, I have one that does. But, first of all, you have to check if your TV support it: 4K 60 FPS. Does it has a 2.0 HDMI connection?
could be a driver issue, if the driver doesn't know what TV it is or what it capabilities are. then there is nothing you can do. maybe you can get a tv tuner that takes your graphic card output as input.

I bought the display port to HDMI adapter cable and that solved the problem. No more blinking or blackouts. One good feature of the adapter is that the display port connection has a locking feature. I also noted that a lot of supposed HDMI-2.0 cables being sold did not support 60 HZ refresh rate. I would think that if a cable is rated HDMI-2.0 it should support 60 HZ refresh rate??
