Question Rx570 no signal

Hello everyone, my Rx570 isn’t giving any signal to my monitor, I tried multiple cables but none work (Hdmi, dvi, display port). I tried 2 of my PCI slots but none work with the rx570, but they work with my old gt730. The fans spin and the lights turn on. Updating the bios didn’t work (ga z170x gaming3), when I tried to install the drivers the amd program just shot off. The gpu doesn’t appear on the device manager. The card doesn’t work on another PC, should I give up every bit of hope?

The psu is segotep h9plus+ , no the gpu wasn’t working on the system before, it was the first time running on my system. The guy I bought it from gave me videos of the videocard working, with the date and all that stuff.

So I reseated the ram and cleaned it but the gpu still doesn’t work. (Someone told me that it should work after I do that)
