Question RX570 works very slow until pc is restarted once

PSU is a bronze 550W
Motherboard is from Asrock
no idea what might be the problem ive never seen something like this
i reinstalled my drivers so im not sure if it fixed the problem but if you have any ideas or tips just write em down please

Start/Windows menu
Settings
System
Power & sleep (along left side bar)
Additional power options (far right side)
"Choose what the power button does"
Under "shutdown settings" disable "Turn on Fast Startup"
Save changes.
