[SOLVED] Rx580 clock speed spike

My new rx580 8gb OC edition would play league of legends at 300mhz clock speed but now it keeps jumping around like 300 then 700 then 500. Is this normal ? And its not overheating

300MHz is full-idle state (think sitting looking at your desktop with no programs open) and shouldn't have been happening. The 600-700MHz is State 1 and should be the lowest frequency the card runs with any sort of load on it. You really shouldn't be seeing even that frequency in ANY game though....
