Question RX580 running at PCI 2.0 x1 help

I just bought the Sapphire RX580 4GB NITRO+

So i have problem with the Frecuency Memory, because of some unknown problem it is struggling , the frecuency is jumping from 300Mhz to 1750Mhz to 1000Mhz súper fast.

So i saw in GPU-Z it says when i’m gaming that the GPU is running at PCI Express 2.0 X1

I know that my motherboard it has PCI-E 2.0, but why the GPU isn’t running at 16X?.

So i think thats why my FPS are SUPER BAD in some games. But i don’t know how to solve the problem.

having a pcie-x16 card doesn't mean that it will use all of the lanes at the max speed, as shown in this article -

as most of the rendering is done in the gpu card, even is you have -x1 speed it may be enough;
