Question RX6700xt 3rd display lagg problems

As I mentioned I have an RX6700xt with 2 monitors on it, when I connect my TV via HDMI and play movies on it its not smooth as it should be and the problem is only there if my PC monitors are under load (wallpaper engine when idle, discord chat gifs) and I was wondering is the GPU faulty or do the drivers have to do something with it.
If anyone knows anything about this please this is driving me nuts I just got it maybe a month ago

I know it involves registry tweaks so you dont have to, but i fixed it personally by disabling Multiplane Overlay (MPO) entirely.
