Question RX6800 and 6700xt limited frame and low GPU/CPU usage

I'll be brief:

I open a game - extreme graphics settings: 120 fps / 89% gpu usage

i open the same game - graphics settings at minimum 125 fps / 30-40% gpu usage


i tried everything:
amd adrenaline settings
bios settings
game settings

sometimes some improvements but nothing exceptional.

what could be the problem? with both 6800 and 6700xt

(no bottleneck) cpu at 40% (i9 9900k)

Ram 3200mhz tridentz 16gb

ssd 970 pro

asus rog maximus hero XI

no windows power saving

i'm having a similar problem, on some games my 3070 is going 85/90 % and doing decent fps, in some other it wont go over 50%

i have done everything, even going for a clean installation of w11, but nothing, the problem still there

no man, for me in all game, i tried warzone, GTAV, battlefield.....

Yep.
A processor can put out X amount of FPS in a given game depending on the game engine used until its limited by what the video card can render. The CPU doesn't care if your @ 1080p or 4K resolution it still can put out just X amount of FPS.
Thats why you see little to no FPS increase using lower settings.
All games don't use all available cores.
