Ryzen 1200 1.36GHz?

I'm having trouble with my ryzen chip. It is recognized with a base clock of 3.1GHz, but the resource monitor says that it is running at 1.36GHz and it doesn't fluctuate at all, even under load. I've tried everything that I have read: Clearing CMOS, reseating RAM, installing chipset drivers, new BIOS, but nothing has worked. CPUZ says that it is on the lowest multiplier, and I have no clue why. Budget PC for a friend, I typically use Intel, but this was too much value to pass on. I've read that the motherboard BIOS is the issue, but I haven't seen any resolve from the above steps. Any help would be greatly appreciated.

Windows may not read it right. Check with HWinfo or Ryzen master. Both tools are free.
