Ryzen 1400 CPU overheating to 90 degrees

I just bought a brand new pc after living with a terrible laptop, i was so excited to build it but when it booted up i had a multitude of problems and after cleared up all the issues the drivers didnt want to install properly, on the third attempt i opened up the bios and saw my cpu temp was red and had hit 90 degrees and was going up before it immediatly shut down, Fans are running at max speed (ive tried on multiple settings) (PC:https://uk.pcpartpicker.com/list/xyKrf8)
I had heard about overvolting on this asus mobo and then i noticed when it was booting it said: ERROR OVERCLOCKING or something like that when i havent overclocked it, Its running at around 1-1.2 volts is that bad? Ive already installed windows and it was working fine. I am really really really stressed as i have spent £600 on this build and im worried ive already permadamaged it and have no clue what to do.

If you are hitting 90C at the BIOS and shuts down, then the heatsink might not be installed correctly.

I know some will say im an Intel fanboy,but i knew that ryzen was overhyped.I knew it would be very hot,just like any amd.As for permadamaging no,but if your cpu is gonna die,expect your mobo to die too cause the cpu and mobo are kinda like best friends.Without the right mobo socket,you cant put a cpu that has another socket,without a good mobo you cant overclock,and when the cpu dies,the mobo will die too.

It was fine just a minute ago while installing windows its only now getting issues its the mobo and as i said it was running fine a minute ago the heatsink isnt the problem its working fine

Ok thanks i just have a question to ask, whats the default voltage of this cpu meant to be? i cant find the answer online and how do i stop it from overclocking there is a mode in advanced in the bios for overclocking and its set to auto and another option that begins with d or something, i cant find out right now because its to 'hot' to turn on, it might be a faulty heat sensor in the mobo

I am no expert in bios,but as for voltage,its 1.1V

Ok voltage seems ok but my friend who is here helping me said he saw in the bios it said 3800mhz so it might have auto overclocked itself from 3.2 to 3.8ghz?! And it doesnt take long for it to shut off so is there a fast way to underclock it? Thanks ive never over/underclocked before so i dont have a clue

Ok we managed to set it to 3000mhz but now its going up but going up much slower, the voltage usage has dropped to 700 :/ i think we need more

The stock cooler isn't meant for overclocking, try running it at stock speeds and see if it heats up again. If you want to overclock it, get an aftermarket cooler.

Remove the cooler & refit it mate.
It has to be a fitting issue.
You can getit tilted if you don't screw it down uniformly .

Pick a corner , give it 2 turns. Opposite diagonal corner 2 turns , then the other 2 screws 2 turns each.

Then start from your original first screw & work your way round in order 1 screw at a time 1 turn on each until its tight but not over tight.

You may think the heat sink is just fine, but if I were you I would re-seat the heat sink and see what happens. I do know some people on here is saying its a CPU going to hot problem, but we dont even know the heat sink. If you dont mind can you link us the heat sink you are using so we know if its the heat sink doing it for not being a good enough fan?

Do you have some sort of evidence? Ryzen being overhyped or not is a matter of subjective speculation, however there are test results on temps and ryzen chips aren't that hot. Quite a few reviews show just the opposite, have you seen data that shows ryzen to be prone to overheating?

Not sure where you're coming from on the cpu dying and taking the motherboard with it. Currently there's only one socket that fits ryzen, that's am4. If it were the wrong socket the cpu wouldn't fit/work in it.

There were many reports about Ryzen running awfully hot due to most people not knowing about Ryzen's thermal offset which reports all temperatures as 20C higher than they actually are. No idea in what world AMD thought this would be a good idea, it just messes up with everyone for no good reason and now we have to ask anyone complaining about temperatures to make sure they aren't counting the thermal offset.

The offset was only built into the 1700x,1800x chips though.

90% of the monitoring software has now been updated to allow for this.
The only place you'll see offset temps is in bios itself now - dunno if board bios updates have had the allowances incorporated though , maybe some have.

I still think the issue is an offset cooler install, its easy to get the tension wrong on the spires spring loaded screw's & tilt the sink slightly if you screw one corner down fully first - need to be done gradually in order.

As madmatt30 said, the tctl (t control) offset for ryzen applies to r7's and to the 1700x and 1800x, not the 1700 and no mention of the other cpu's either. This is the quote directly from the amd community page:

"Specifically, the AMD Ryzen™ 7 1700X and 1800X carry a +20°C offset between the tCTL° (reported) temperature and the actual Tj° temperature. In the short term, users of the AMD Ryzen™ 1700X and 1800X can simply subtract 20°C to determine the true junction temperature of their processor. No arithmetic is required for the Ryzen 7 1700. Long term, we expect temperature monitoring software to better understand our tCTL offsets to report the junction temperature automatically."

In general ryzen temps aren't that hot and power consumption for ryzen is down significantly compared to previous fx chips. Unfortunately amd isn't as transparent as intel with regards to max throttle temps and things but consensus unofficially seems to be that around 95c is the throttle temp where previous amd cpu's the throttle temp was closer to the 60's C. It's not as if ryzen are hot unruly cpu's like the fx 9590 that called for liquid cooling.

Im really sorry i forgot to reply but i got a thermal bubble or some sort of area where the paste didnt spread my friend who came round and helped me with the build didnt install the fan cooler properly

How did he apply it? Spread it out first? I personally prefer the single blob in the middle as it is nearly impossible to get significantly wrong aside from applying way too little paste.

Not sure how you'd spread paste wrong as the spire comes with some thick stuff pre-applied .
Unless you removed that & used your own , which to be honest I wouldn't have bothered with.

I dont think the heatsink was installed properly since when i tried screwing it on it wasnt tight down
