If you are buying in the US, neither Ryzen CPU are available at their original release prices. The Ryzen 5 2600 at around $140 is actually cheaper than the 1600 AF by $20-25. If you can even find one, the Ryzen 3 3100 is even more expensive at around $180, which is nearly double it's release price. The i3-9100F is a terrible choice with only 4 cores 4 threads and slower than both Ryzen CPUs per core. You are better off buying a Ryzen 5 3600 at $155-165.

Right now the ryzen 3100 is at 99$ and the 1600 af is at 160$ so should i pick up that one? my cpu budget right now is 120$ so i think the 3100 is the best choice.

When I wrote that the 3100 was at $170-190 at nearly every store because only thirdparty sellers had it "in stock". Also, I don't agree that the 3100 is your best option as Flayed suggests. The Ryzen 5 3600 is $155 on amazon right now as of this post. Stretch your budget and get the 3600 or keep waiting until you can.
