ryzen 1600 low performance

ryzen 1600 utilization never over 39% and max out at about 1.5Ghz....please help

specs:
asus prime b350-m a
zotac gtx 1060 6gb
8 gb ram 3200mhz single channel
120gb ssd
2 tb hdd
ryzen 1600
500watt psu
windows 10 pro 64

That potential bug, along with single channel memory, is most likely giving you those low scores.
