Ryzen 1600 overclocking

DISCLAIMER: please bare with me I am very new to overclocking lol.

So basically I would like to OC my ryzen 1600 to about 3.7 or 3.8. Before overclocking it I ran prime 95 blend test everything at stock to see how it would perform. I ran this test for about two hours? maybe more, highest temp was 60C and ran pretty stable at 58C to 59C.
I have now overclocked it to 3.8 with cpu core voltage at 1.35 and ram speed at 2400mhz and dram voltage at auto.
I'm running another blend test everything at 100 load but in task manager it only shows 36% cpu utilization?
And, max temp shown was 51C on this test running steady at 50C. (if need be I'll include a screenshot of core temp or hardware monitor software that will help solve my problem)
Not gonna lie, I'm winging it any help would be greatly appreciated!

If it scored 1114 it's not throttling....my guess is that you have prime96 configured to use only 4 cores of your CPU.
Try change that to 12 if you want 100%.
But there is no need all Ryzen are stable at 3700 without overvoltaging.

If it's worth mentioning the cpu speed is only at 1.37 ghz right now and it's base speed (since im overclocking is 3.8 even when it's not OC'd it's base speed is 3.2)

Sounds like a bad OC. The core(s) are throttling. Are you using Ryzen Master?

I'm not using ryzen master, I'm just going into bios and adjusting things.

now that you have mentioned it, yes. they have all dropped in frequency since i did the stock prime 95 test. from something like 3000 some odd mhz to now 1550 mhz.

Should I try 1.4 and if it's still throttling go up to 1.45?

just increased voltage to 1.375 it did increase indivdual core frequency from 1550 to 3799.99 but did not increase cpu utilization nor cpu speed in the p95 blend test.

Ok, so basically i got up to 3799.99 mhz on cores with 1.375 volts, but after restarting my pc again or, i did something i cant seem to remember but it went back down to 1550mhz like it was before. I upped the voltage to 1.4 and got back up 3799.99mhz, weird, like I said im still new at overclocking so... But anyways it went through the burn test with all the cores staying at 100% only time it didn't was when it switched tests. As far as temps it maxed out at 52C. But the cpu utilization is still 36% according to task manager and the speed is 1.37ghz even when running burn test.

EDIT: I just looked back at core temp and the core frequency's have drop to 1550mhz again, is this normal? After idling for awhile?

....Why?
Well clearly you are not into overclocking just yet if your CPU speed is at 1.37Ghz
In fact i would forget overclocking until i'd solve that issue.
You'll only damage your CPU.
Get Cinebench and run a CPU benchmark.
If you score less than 1000....reset your BIOS.

Oh ok, my bad. Like I said I'm new to overclocking. I'll set everything back to default and figure this out first.

Well I scored 1114. How do I solve the CPU throttling issue? It's obvious that it shouldn't be running at 1.37 ghz or that it says it's only 36% utilized when running P95 or burn test.

After you make sure everything works as intended you can set the speed to 3700 without overvoltaging.
There is no point going any further.
Ryzen has flexible voltage to keep it cool.
Setting a constant voltage (even 1.3v for 3.8Ghz will only make it unnecessary hotter).
Although there is a way to increase the voltage keeping flexible and not constant i very much doubt that you'll make it.

Wow, I just tried that and it works perfectly fine. Thanks a ton honestly, really great advice!
