Ryzen 1600 running at 1.5ghz during gaming

Hello guys,

I have a Ryzen 1600 cpu at stock speed 3.2 ghz, not overclocked.
Due to graphics card prices Im sticking with an r5 230 for just display.

Recently I noticed a few youtubers running a few games with r5 230 in really good fps which Im not able.

I ran GTA 5 and my cpu usage only 15% temps all low and 1.5ghz clock speed consistently.

I would like to ask is my graphics card bottlenecking the cpu? Why isnt my cpu running at full speed 3.2 base clock or even 3.6 boost, it stays at 1.5 ghz

Yes, your GPU is bottlenecking CPU big time.
