Im currently running an Asus prime b350 plus with a Ryzen 1600, and 16GB of Ballistix DDR4 ram at 2400Mhz. For the last 3 months i've had it stable at 3.9Ghz at 1.417v, but one day it was a bit slow and i noticed in the task manager it was locked at 1.35Ghz. I tried giving it some load (AIDA64) assuming it will jump up but no luck, it will stay at 1.35ghz and only use a max of 35%. I am unsure whether its software or hardware (from trying to OC) related, though im leaning towards software since after restarting the PC once or twice it boots at normal OC speeds. Around this time i tried changing by ram to 2400 from 2133, but both motherboard and ram are rated at those speeds. I changed it back to 2133 when the CPU started locking up and that didn't change anything.
Additionally, when setting the Bios to default it doesn't seem to lockup. I tested by only changing the clock speed to a reasonable 3.5ghz with no additional voltage (adjusts on its own) and it is still happening once it boots for the first time in the day and again requires 1 or 2 restarts to fix. I've tried updating the bios as well as the chip-set driver, Disabling start-up apps (thinking there might be a software issue with the program on startup) and im lost for what else it could possibly be.
