Question Ryzen 1700 and a gpu

Looking for some advice,
I've recently bought a rx 5700 and gaming on a 120hz dell s2419hgf freesync,

Mainly play apex, cod:MW, division 2, Anthem and bfv.

My rx 5700 is struggling to get load and is downclocking to 1300mhz causing fps to drop and stutter, with no known fix from amd, I'm not sure to exchange it (10 days left for exchange period) for a rtx 2060 non super but will I still have the same problem?

2x8gb cl 16 3000mhz
