Ryzen 1700 cinebench low score

Why is my cinebench multicore score so low?
I looked online and I'm supposed to have a much higher speed

your mutiplier is low
it should be 30.0-37.0 on stock r7 1700
and from the picture
you might lock the mutiplier to 15.5
or try to reset to default setting on BIOS

I remembered that I changed the power plan setting so it was on the power saver mode the entire time and thus low speed.
