Ryzen 1700 ram speed issues

Hi
i have the Ryzen 7 1700 coupled with MSI x370 xpower gaming titanium mobo and corsair Dominator platinum 3200 mhz with part number ending with 16. Two pieces 2 x 8gb.
Ram speeds are decreased to 2133 mhz automatically or else no boot!
Plus windows 10 pro x64 recognized 16 gb ram but usable only little under 8gb.
Kindly advice how to resolve both the reserved ram and the speeds.
I have the MSI 1080 graphics card

In your bios did you enable XMP for the ram?

I did and chose profile 2 then I I went from.3200 to 3000 to 2666 to 2400 mhz and nothing worked except default 2133

I have the latest update v1.50 April 26th 2017 my problem still exists with that latest bios

Well test the ram chips 1 chip at a time with memtest86 and see if you get any errors. If you don't then try both at the same time. If you still don't get any errors then contact the ram manufacturer and ask them if they have any advice. If they don't then you RMA the ram and get a replacement set.
