Ryzen 1700x clock speed jumps with core boost disabled

Been seeing some weird behavior with my 1700x lately. I have core boost disabled, yet I'm still noting occasional frequency jumps of 25 mhz or more beyond the clock speed I've set. For reference, I'm running at 3.7ghz on 1.35 volts. Global C-States and Cool'n'quiet are both disabled in addition to core boost.

The clock speed also dips by about 25 from time to time. Are these fluctuations normal behavior under these conditions?

Actually yes, it's normal, that's XFR doing it. Depending on MB and it's BIOS it may be possible to disable it but unless your core voltage jumps much it's a good thing.
