Ryzen 1700x only showing 4 cores in task manager??

So recently my 1700x has only been showing four cores. it has also decreased in performance a lot...
I have tried to go into the bios and fix it, but since im not that wise on computers i don't know how to fix it....
My motherboard is a Asus b350f.

found out why....

Turns out i should go into msconfig then boot and then advance and turn off number of cores

Yep, when you reuse windows from old system.
