My ryzen 2600 is oc at 4ghz in 1.35v, it runs without problem more than 1 hour on occt.
When my cpu does nothing and I am on the desk the temperature of the cpu goes up by 10c every 10 to 30 seconds (45-50c and then it goes down to 38 and it goes up by 10c each time).
In game it is stable I am at 55-60c and on occt I reached 78c
I want to know if this is normal?
If not what is the solution?

Solution
what power profile are you using? try this:
In control panel -> power options -> Balanced (recommended)

I use the balanced profile and the cpu properly downclocks when idle. you will see some temperature jumps even when idle - it's normal. So long as the temperatures are ok when under load you're good to go.

TBH I wouldn't bother OC'ing the CPU, just let the CPU manage its own boost.
