Question Ryzen 2600x and rtx 2060 OR ryzen 1600 and rtx 2070

Is it a better Idea to spend more on gpu or CPU in this situation (I'm planning on playing games like overwatch, r6 siege, Forza horizon 4, battlefield 1 and csgo at 1080p 144hz)

Get the 2600X because it'll help you get closer to 144 fps more than the 1600 would, because the 1600 has lower IPC. You do have to lower the graphics settings a bit more to get near that though in some of the games listed with a 2060.

Couldn't you get a 2600 non-X and pair that with a 2070, though?

I would google bench mark results, there are plenty of them in youtube, for each set up and see where they come in at. My first thought would be a better gpu but I don't know the rtx gpu's that well. At 1080p the 6 core 12 thread ryzen along with 2070 have no problem keeping up.

I already have a 1600, just wondering if I should upgrade
 
I now see that this is an upgrade, not a new build question.
Run YOUR games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

If your are cpu limited, try to overclock.
If you are graphics limited, buy a stronger card.
