Question ryzen 2700 may be running too hot

i got a ryzen 2700 and an nzxt kraken 62 rev 2 along with one of the best noctua oc thermal paste i cant remember the name. but anyways i am at 4.0 ghz on all cores at 1.375 volts and i run cinebench and hit a max of 70c for a second with an average between 66c and 69c is this normal.

Temps should be lower, are you sure cooler is installed and running right, is pump running at full speed ?

I think so i had to reinstall the cooler the other day with the new thermal paste. And i have cam software running it at 100 but i cant hear the fans

Im putting a new gpu in today should i watch it while doing that. Also how do i know which way the fans are blowing.

Update forget the last two posts i fixed the fan speen to 80 percent and it turns out the fans werent on then i ran cinebench and got a temp at max of 62 with an average of 61. But heres the weird part i got a lower score than my other teat 2 days ago at 4 ghz when i got 4k in cinebench r20. Now i only got 3600 wverything is the same so whh did it change so much
