Question Ryzen 2700 (non-x) 100% usage on single logic core

Motherboard - ASRock B450M-HDV
CPU - AMD Ryzen 7 2700(NOT X)
GPU - GTX1050
RAM - 16gb
M2 SSD

Hi, help me please solve this problem - today i woke up, turned on my PC and bam freezing stuttering mouse on Windows, trying to start a game and PC just shut down with no errors or BSOD or anything. I tried to check system for malwares, viruses... nothing found. Then i load defaults in UEFI, zero effect. Checked if drivers is corrupted or smth, nothing, also clean deleted GPU drivers and installed brand new. So i went to HWMonitor to detect wtf is happening and what can i see - CPU#5 = 100%. I rebooted PC in safe mode, and there it's just OK so i disabled all non-Microsoft services and deleted all from Startup Programs, i reboot again and nothing happened still 100%, but now on CPU#14, i went to UEFI and turned off SMT, it helps, but i need it for rendering. So if anyone have any advice or answers please help me!

What is your PSU? Shut downs like that are normally related to PSU issues.
KCAS 550W Silver, but it worked for like a year before <Mod Edit> started to happen. Also in HWMonitor VIN11 voltage says 0v on Motherboard

Edit. If it’s a PSU issue why it’s working just ok in safe mode?
