no, your computer is too old and is a completely different CPU. in order to use that CPU you would need at minimum a new motherboard and ram. possibly a new GPU as well

Clock speed's pretty much only relevant when comparing CPUs on the same platform (and you mean GHz).
I still have a Pentium 4 somewhere that runs at 3.8 GHz. A Ryzen 1700 only hits 3.7 GHz in Precision Boost. Which one do you think can handle more instructions per cycle?
