[SOLVED] Ryzen 2700X 100% utilization while gaming

I have recently upgraded from an i5-3570k to a new Ryzen 2700x with an Asrock X470 Master SLI/AC and 2x8gb of 3200 DDR4 G.SKILL Flare X Ram along with upgrading to Windows 10 and I seem to be running into a big snag. Before the upgrade my setup was an i5-3570k with a gtx1070 with 16gb of el cheapo ram and it ran games such as MHW at about 40ish fps with all of my background tabs closed, it also handled my HTC Vive really well and I never had too many problems with noticeable framerate drops while in vr. But after the switch to the new setup using the same gpu and hard drive (not a clean install) my pc is running at 3fps in MHW on the same minimum graphics and the cpu is at 100% utilization in task manager when I try to play a game. Any ideas on how to fix this? I was previously suggested to use the high performance power plan with the minimum processor state under processor power management to 5% with no difference in game. Not quite sure how to post pictures on here but I have screenshots of the Ryzen Master software while playing MHW and also at idle.

Windows was never designed to be dropped into a whole new system. The registry and old drivers leave stuff behind even if you clean them out, which can cause havoc.

Always reinstall windows from scratch when doing a full new system build. Even when upgrading just your CPU or motherboard it is a good idea to do a clean installation aswell.
you swapped from intel to amd and jumped a ton of generations as well.

a fresh install is 100% mandatory to make sure everything works. i'm surprised it booted at all but not surprised you're having performance issues. i'd not look at anything else until you do a fresh clean windows install to let it configure all the new parts.

Would you recommend doing a clean install then? Sorry if that's what you mean but I'm honestly not too awful knowledgeable about this sort of thing
 
that's exactly what i recommend. do a clean install of windows and install all the drivers and such fresh from the manufacturer's website.

i bet you'll see it working better right away. if there's still some issue, then we'll troubleshoot from there. but i'm willing to bet this is the problem.
