Question Ryzen 2700X with stock cooler VS Ryzen 2700 with liquid cooler

So I am about to buy a new pc and I have this question:

is the 2700x the same with the 2700, except for the cooler?

If thats the case I can get the 2700 with a CoolerMaster MasterLiquid ML240L RGB for the same price that the 2700x costs, what do you guys think is better?

The 2700x is definitely a faster CPU.
The 2700 benchmarked slower than my OC'd 2600 did.

I would get the 2700x and use it with the stock cooler at stock settings and save up for a decent aftermarket cooler (air cooler or AIO) if you want to overclock it.

The 2700 clocks lower than the 2700X; tinkering with overclocks may allow you to push it as far is nor further than a 2700X, but on the other hand the 2700X's stock cooler is a rather good one - so it's probably a better deal to get the 2700X right away.
The 3700X will perform better than a 2700X and might overclock some more with a good AIO.

is the 2700x faster because of the cooler, or because of something else?
