Question Ryzen 3 1300x caps at 39% / 1.37 GHz

Dear community,

I don't know since when, but according to Task Manager, my Ryzen 3 1300x CPU does not go above 39% frequency and 1.37GHz, while base speed should be 3.50GHz. I have read many suggestions and tried various solutions. Some details:

1. If I boot in Safe Mode, there is no problem. I ran Prime95 to confirm 100% CPU usage and 3.50GHz
2. In Normal Mode, it's capped at 39%, even when running Prime95
3. Temperatures are normal
4. I tried changing the Windows Power Scheme to high performance, no luck.
5. I removed Nvidia Geforce Experience (online suggestion), no effect.
6. I downloaded and installed the latest AMD drivers

What could it be?

Some Specs:

MB: Asrock AB350M Pro4
CPU: Ryzen 3 1300x
RAM: 2x8 Corsair
GPU: Geforce RTX 3060 Ti

What BIOS version are you on for your motherboard at this moment? Since you're fine when in Safe Mode, you might want to think about reinstalling the OS after recreating your bootable USB installer and install the OS in offline mode.

Source AMD chipset drivers from AMD's support site and the GPU drivers from Nvidia's support site. You should use DDU and remove all GPU drivers(Intel, AMD and Nvidia) and install the latest driver in an elevated command, i.e, Right click installer>Run as Administrator.

For your current mobo, what firmware revision is it on currently ?
Reboot your machine once and go into uefi bios by pressing.:

F2, F12 or DEL

If able you might consider upgrading that 1300x if this is a gaming box.

I actually owned that board and it’s a decent board but I accidentally cut a wire related to my aio a while back and accidentally fried the board. Too bad to. I’d had that board since like 2017, it was a trooper.

Anyway I remember at one point having a 5800x on that board. If you want a good value upgrade, update the bios and get a 5700x. Even something a cheap ryzen 5 3600x would be a huge upgrade. But a zen 3 cpu would really wake up your 3060ti and then should allow you move up to windows 11 and give you 2-3 more years with it.

On that board though, as I remember, you’ll need to install a couple of bridge bios versions before you can bump to the latest bios revisions. If I recall, when you get the later bios versions, it will unlock resizable bar as well. That’s what I’d do personally.

Thanks for the suggestion. I found a cheap Ryzen 7 2700x, would that work?
 
It would be faster than what you have but you really want to go zen 3 if you can for the max benefit. If it were me this is probably about the lowest you’d want to go imo.

If you want to save money it looks like there are some out on eBay for about 85 used. Keep in mind you could probably sell the old cpu for 20-30 bucks.

A lot of folks would tell you spend the extra for the 5600. Those are great CPUs as well.

That would get 8 cores and 16 threads so should give you the most time out of it.

This video is a couple months old but talks about the ryzen 5500. For the money that would be a big upgrade over your 1300x I think as well if you want to be on a budget. There is also the ryzen 5 3600 which should be close to the same as the 5500, but I seem to remember hearing that some of them were dying. When I looked at used ones on eBay, there was only about 5 dollars difference between the 3600 and 5500.

Gives you a few options. Sure you could get the 2700x, but if this is a gaming box, compared to the newer generation CPUs, the 2700x won’t be able to push as high fps.

I did check eBay for the 5700x and it looks like you can get those right around the $150 mark used. You could also check for the 5700g and 5600g. The 5700g a 8 core, 5600g is a 6 core. The g of course means they have built in graphics. They’d still be good but not quite as fast as the 5700x and 5600/5600x. But if you can grab a great deal they are decent for sure.

I would avoid the 4000 series CPUs though. They are sort of a weird in between. Ultimately whatever you go with, make sure to check asrocks support page on that board to see if the cpu you want is supported.
