What is the temperature you are at? That is the key piece of information.

If your temps are OK then you're fine. If you had high temps then that is an issue with the cooler installation or paste applications. Fan speeds won't help you.

If you are overclocking heavily you should be using an aftermarket cooler.

Lower than usual only in bios without any drivers I guess so I think its pretty nice gain without drivers it was hot now its cold af I failed overclock once and my fan that I bought started to whistle so I immidiately restarted my pc updated bios so it also restarted made clean install formated my ssd and hd and thermal paste was pretty scratched with that I reapplied and it seems to have better temps at all I cant believe that stock cooler is performing better than one I bought even if it wasnt broke its clearly louder but I dont care about it
