I am confused on the same budget There are two choices, the first is Ryzen 3 2200G + Monitor 22 "1080p resolution or Ryzen 5 2400G + Monitor 20" resolution 900p?, Which one is prioritized first, monitor or processor? People tend to keep monitors for a much longer period of time than the PC box. I think you're better off with a 1080p monitor over the long run.

Processor before monitor always. But you should always keep a target resolution in mind.
