After dealing with a system boot issue and a fresh install of windows, I am unable to install the latest amd driver. I installed the video driver directly from the link below. When it came to installing the video driver, I received a green screen with no text. I have zero control of the system afterwards which forces me to launch into safe mode to uninstall the drivers. I uninstalled the drivers through amd's clean uninstall utility then tried again downloading another driver from the same link to have the same issue again. Before I fresh installed windows, I had no issues installing a video driver.

NOTE: The system boot issue was the "log file c /windows/system32/logfiles/srt/srttrail.txt" error. I tried every step and a fresh install of windows resolved the issue. I don't have an external graphics card.

Here are my specs if needed:
CPU: AMD Ryzen 3 2200g
GPU: Vega 8 Graphics (integrated)
RAM: Hyper X Fury 8 GB 2666 MHz (4 by 2)
Storage: 500 GB SSD
MB: Gigabyte AB350-GAMING3
PSU: 500W

UPDATE 1:
Tried using DDU to fully uninstall the video drivers following with another attempted reinstall. Still no success.
Then, I tried going into to windows device manager to right click "basic display driver" then clicking update. Still results in a green screen. However, I'm not in version 1709 yet, so I'm going to try to update then a retrial.
UPDATE 2:
The version had no effect. I tried installing through windows update and it still gave me a green screen.
UPDATE 3:
Tried ANOTHER system reset. I'm still getting green screens!
