So guys i am building a budget pc.
Where i live i found a bundle with ryzen 3 2300x and a motherboard for 80$.
The gpu i am going with rx 570 4gb
Is that cpu and motherboard good for gaming, recording minecraft, horror games and csgo ... and stuff.
Or i can go with ryzen 7 1700 and a motherboard for 150$ more.
But thats more than my budget.

The 2300x has only 4 cores and 4 threads. Pretty bad for recording and streaming.
Also the gaming performance of the 1700x seems to be a little bit over 20%

Try getting a better CPU, tho I can barely recommend any other below the 1700x for gaming and recording. The difference in workloads even between the 1700 and 1600 is a little big.

Your better bet if at all possible would be to look for an R5-1600 if assembling a gaming system of any kind....

as you are looking at a discrete GPU, then certainly there is no reason fro looking at 2200G/2400G if the 1600 were avaiable...(I've seen the R5-1600 for as low as $79 on sale, an amazing price; I'm tempted to build another rig around it just because the CPU is priced so incredibly low...)

Both CPU would bottleneck you since modern games need at least 6 hard cores are needed for modern games (2017~).

But for the games that you listed it should be no problem even for recording, assuming that you're not much a demanding/picky guy. 2300X is a better CPU than 2200G.
