Doesn't work like that. No CPU is the best for the cheapest. It all about what an overall budget is and what you need to 1) fully supply your GPU. 2) have to give up to get more CPU performance.
An oced (on stock cooler) 1300x managed to beat any of the i3/Pentium offerings pretty handily. I'm not sure I agree that you'll fall below 60fps in games with the 1300x. Bf1 getting a 101 minimum fps during the graphics test says there is a good bit of power with the r3 pair
