If CPU has a built in graphics card, can a dedicated grpahics card still be used?

Don't really want the 1st gen ryzen 3 but all the 2nd gen ryzen 3 have vega 8...

Yes, you can. Google for reviews of the Ryzen 3 CPU you're thinking of. Some of them have done tests with dedicated graphics card. Maybe not the card you'll be using, but you'll may get good info.

The Ryzen APUs have x8 PCIe for discrete GPU.

If you want a faster IGP, the 2400G/3400G have Vega11 instead and the CPU also has SMT for extra multi-threaded oomph which may come in handy whenever you decide to get a GPU.

BTW, there are no 1000-series Ryzen APUs. First-gen APUs on AM4 are the same pre-Ryzen stuff AMD had on AM3 updated for AM4.
