in this youtube video AMD's CEO Lisa Su tested an early sample of Ryzen 3rd gen which was 8C/16T vs Intel's 9900k which is also 8C/16T...
We all know that the cinebench test she did was a multi-core test ,the result of the test was dead even between the two CPUs
Now my question is ...
doesn't that mean that the early sample they tested had a very close single core clock speed to the 9900k?

Not necessarily. Remember you're dealing with 2 different architectures. So it could be a faster clock speed with lower IPC. Or it could be higher IPC with a lower clock speed. Clock speeds between AMD and Intel Processors aren't comparable because of this.
