I'd say that's reviewers putting up their review numbers?

In any case, that's just one view of the whole picture. I wouldn't start making far reaching assumptions just yet.

The only way I know of that ppl can actually do this before the cpu is released to the public is through the use of engineering samples. As samples are the property of AMD, private usage has not been authorized, so is therefore considered illegal, theft of property. On top of which, engineering samples are not complete final production prototypes, only partial prototypes and don't have the full spectrum of final settings or instructions or even physical components, so any benchmarks should be considered bogus.

After release of the cpu to the public. AMD may decide to pre-release certain cpus to certain sites for review/test/benchmark, like Anandtech or HardOCP or even Linus, but otherwise I'd not be counting chickens just yet.
