Question Ryzen 3600x almost always boosting, even in idle.

I just got this Ryzen 5 3600x installed, I have an Asus Prime x570 and I have the most recent chipset driers and bios update. My Ryzen continuously boosts all day even when nothing is open and the main reason I can tell is because my fans annoyingly rev up and down over and over. Can anyone help me learn what's going on and potentially how to limit the boosting other than turning my voltage down? I know I can change the fan curve, but that's not what I really want to do. Thanks.

Is your Windows 10 Build on version 1903? If it isn't that build optimizes for Ryzen via power plan modes.

Oh, yeah I am. So basically that build just loves to run Ryzen into the wall? I would just appreciate it if my Ryzen wasn't busting it's ass when nothing is open but Discord.

I'm on balanced, 5% minimum CPU power and 100% max.

Just windows defaults, I installed the ryzen plan but it's not there.

I've already installed those. I think my problem is that my motherboard is giving incorrect temperature readings because the temperate will jump from 40c to 50c in an instant and that just doesn't seem right.
