Question Ryzen 3700x isn’t reaching the advertised boost clock with precision boost overdrive, is this normal?

I’m assuming this is a general issue with the Ryzen 3000 CPU’s, similar to the issue where they wouldn’t reach the advertised boost clock from manual overclocking until the BIOS updates fixed that, but I just want to be sure. My CPU is reaching a single core speed of around 4.3 ghz with every core ranging from 4.1-4.3 ghz (4.4 is the advertised speed)

It appears the new Ryzens have difficulty attaining advertised speeds. My 4.6 GHz 3900X tops out at 4.4 GHz on one core and the rest sits at 4.2-4.3 GHz... I read somewhere that only 5-10% of the CPUs actually reach advertised speeds.
