I recently built a new PC(minus the GPU, I already had a GTX 1070). here are the Specs:

AMD Ryzen 3700X(using stock Wraith Prism Cooler)
ASRock X570 Phantom Gaming 4
8GB x 2 RAM at 3200Mhz
GTX 1070
650W PSU

I have Three 120mm fans installed in the chassis: Front 120mm for inflow, 2 x 120mm on the top for outflow(cranked to full speed)

I'm seeing very high temps when the CPU is under load and when under load, it clocks itself to 4.2GHz with an Average Core Voltage of 1.31V. The highest reading I've recorded till now is 93 Degrees(Ambient temperature of the room is between 24-28 Degrees if you require that info), When idle, the reading is about 45 Degrees.
Is this a problem with my cooling? Should I invest in a another, better cooler? Or is this Normal? I've included 2 Graphs of the temps below, where I observed high temperatures:

Can't say it's not expected to be that high although too close to Tjmax (95c) for stock cooler. Boost and performance suffers over 63 - 65c. Make sure that cooler is not set at lower, quiet speed.

I've set it to a mode called "Performance" mode from the BIOS.
