[SOLVED] Ryzen 3700X won't exceed 3.9GHz

So my Ryzen 3700X won't go above 3.93GHz and I have no idea why. The previous same CPU got to 4.2Ghz when under stress on all cores, but this one won't exceed 3.93GHz. Score on Cinebench R20 is little above 4600 which is lower than the previous 3700X (score above 4700). I installed windows again, but same issue remains.

System (all stock settings except docp is enabled):
Asus Rog Strix x470-F Gaming
Asus Rog Strix 2080 super
Ryzen 7 3700X with stock cooler
G.skill Trident Z Neo 3600MHz CL16 (F4-3600C16D-16GTZN)
EVGA SuperNOVA G3 750 W

You might also try installing the 1usmus Custom Power Plan, but different people have different results with that. You may have just lost the silicon lottery on this particular chip. How are your temps under load? You might be able to push it farther with better cooling if the performance problems are due to thermal throttling.

Update: so after further testing I have concluded that everything seems to run as it should. I reran Cinebench R20 and got the scores that is was looking for (above 4700 score) In games (gta 5) it was mostly staying at 4.2GHz and the results in 3Dmark seemed normal. Temps stay below 60c most of the times with the noctua nh-d15 cooler.
