According to this article, BIOS ver P2.00 or latest is needed for Ryzen 5 compatibility but the ASRock mobo I bought has BIOS ver P1.30. Is this the reason why the system won't post? If not, what would be other probable causes?
That's strange. According to the ASRock A320M-HDV CPU support list on the manufacture's website, the 1400 is supposed to be supported since "all bios".

Id say you pretty much answered your own question, the bios issue would be the thing to look at.
