Ryzen 5 1400 bottlenecking a 1060 3gb, causing poor performace?

Here's some of the more important parts in the build.
Ryzen 5 1400 overclocked to 3.6GHz
8 Gigs of 2400MHz memory (I checked, it is set to 2400 in the bios)
GTX 1060 3gb
450 watt psu

I've noticed pretty bad performance overall coming from this build. Not that its terrible, but it seems to be causing pretty massive frame drops at random points in games.

In overwatch for example, with settings on ultra, it seems to be getting 60-70 fps on average, with frame drops to the 40's on occasion. The frame drops seem to be in relation to high activity on the screen. This is just in 1080p. I noticed 98-100% cpu usage as a max in HWmonitor, but only 70% cpu usage.

I also did some testing using furmark and other benchmarking software. I ran furmark once, then ran it again with prime 95 active. This almost halved the score. On my other machine, with a 3770k and a 1080, doing this combination seems to only cause a slight drop in score.

Doing a little bit of research, I noticed other users getting ~110-120 fps on epic settings (one setting up) using the same build. (source: https://www.youtube.com/watch?v=ChM2xMYk9Xk)

I was wondering if you guys had any ideas as to what I could do to fix this. I'm at a total loss.

Ram is dual channel. This is what I bought: https://www.newegg.com/Product/Product.aspx?Item=N82E16820231827. I have yet to really push the machine since it is currently in use at the house of the person I built it for. When I get to see it again, I'm going to push it as far as it can go with the stock cooler and the current ram configuration.
