Ryzen 5 1400 cpu cooler not working

Hey there please help me,
i have bought a new pc
Specs:
AMD RYZEN 5 1400
Gigabyte GA AB350M GAMING 3
HYPER X FURY 8GB DDR4 2133mhz(8x1) - (from recent intel i3 6th gen pc)
cooler master mwe 450
corsair spec 04
seagate 1tb hard disk(from recent intel i3 6th gen pc)

the cpu cooler is not working.when i turn on the pc it just rotates for 2-3 secs and then stopsand after 3-4 minutes it is again rotating for 2-3 secs and stopping.like this it will rotate for about 3 - 4 times and then does not rotate at all.and i will have to do a clean install of windows yet but how can i continue when the cooler is not working and the temperatures are hitting 90 degrees.
i turned it off immeadiately when i saw the temperature in the bios.and also i observed that the cpu fan had 0 RPM.
what can i do now??is it the problem with cpu or mobo??Also i just updated the BIOS from F2 to F5 to check it it would work properly atleast now but it dint.i guess the motherboard has some "smart fan 5 control" which is causing this.please help me out.as soon as possible.i have also mailed gigabyte.but its not yet processed.thankyou

Make sure its plugged in or try a different fan header if all alts fails you can buy an aftermarket cooler for 25 bucks

Default settings on smart fan control would not cause such behavior, and I guess you did not change it. In theory BIOS update could screw those settings, so first thing you should do is CMOS reset. If that won't help, connect the fan to other header and see if it works from there. If still nothing - you got faulty fan. If it works at other header, you should connect other fan to CPU_FAN header and see if the other fan works there - failure here would suggest faulty motherboard. However, I doubt it is so, most likely you just got faulty fan.

what is CMOS reset??how can i do it??and the stock cooler did not even even before i updated the BIOS.and i placed it in other fan header,it dint work.and ya can i approach amd service centre for this issue?

If the fan is not working at other header as well, then its faulty fan. Now, if that's stock cooler, and new one, obviously you can call amd service center with that issue.
