Will my ryzen 5 1600 at 3.8 ghz and 1.3 volts work fine? stock cooler btw.

You'll have to try it. Some chips do better than others.

I've tested it in cinebench and it passed.

No. You should probably run prime 95 or something to hear it up for an hour or 2 to make sure it's stable. You don't want it to heat up past 75.
