Is the corsair (2x4gb) RAM you recommended better than the g skill (1x8gb)?
Also will the motherboard you recommenced make a significant difference since I am on a budget but I might be able to push it?

Couple of years down the line when that chip is at its sunset days, you will feel the need to push it more for better performance. Having that option down the line never hurts. But in case you are not OCing, then most of those b350 boards are fine, including the one you mentioned.

If I get the 3200, does the motherboard automatically know its 3200 or do you have to configure it?
Is that what you mean when you say clock it manually?

 
The msi boards have a ' memory try it' option in bios , it works fairly well at getting optimal speeds on ram.

That said I think the asrock boards are better personally.

The best part about ASRock boards is that they have lots of overclocking potential with lots of power phases and VRMs, but OP is pretty much against OC, which is not the best way to go for an AMD build. They have kept their Ryzen lineup unlocked to exploit its full potential.
