Solution

The 2600 is better, but for streaming it might not be the best considering the CPU demand in recent games. The 2600 also comes with a wraith stealth cooler, which is much lesser than the R5 1600s wraith spire. But the 2600 does...

What are your requirements?

You said you stream, the 1600 isn't the ideal streaming CPU. Although it can handle.
The Ryzen 1700 or 2700 are good for streaming.
What are your GPU specs? What resolution do you play at? At what FPS are you planning to stream?

I’d actually like to disagree, the 2600 is better for streaming (for the price) and is only about $30 more than the 1600.

With the wraith spire, you can OC the Ryzen 1600 to 3.7GHz easily. Where it reaches the Ryzen 2600s performance. If you don't want to OC you can go for the Ryzen 2600.
Even in a best case scenario, the Ryzen 2600 will get obsolete for streaming in two years.

Solution

But what about the 1600? The 1600 is built on older architecture.

The 1600 is not an old architecture. the 1600 and 2600 have the same architecture. Except that, the 2600 is made in 12nm node whereas r=the 1600 was made in 14nm node. So the thermals and voltages are less in the 2600.

I have an old pc, I dont know i can use it or not?
i5-4690 processor
Asus B85 Pro Gamer Motherboard
Asus Strix GTX 970 GPU
Kingston DDR3 8GB 1600mHz RAM

By all means, this is a perfectly functional system. Streaming may not be the greatest quality, and I highly suggest upgrading the ram, but you’re perfectly fine.
