Ryzen 5 1600 GTA V using two cores.

I have just upgraded to a ryzen 5 1600 and when I play GTA V I noticed that it is only using two cores. This is causing the framerate to drop significantly and it only happens in GTA V. Is it an issue with the game or processor. Is there anything that I can do? I have tried updating the drivers they were up to date.

My specs are:

Ryzen 5 1600
Gtx 1060 3gb
8 gb ddr4 2666

Seen that you edited, it did say before you swapped the hdd in answering dudeman's reply if it was a reinstall or hdd swap.

Swapping Windows can cause these issues without reinstalling.

I suggest opening msconfig (type msconfig in task bar search), go to boot > advanced options > and checked the box number of cores and select how many then restart. If this box has already been checked, uncheck it and restart the pc.
 
All of the cores are there but for some reason GTA V will only use two cores. In other games every core gets used. I don’t know if it just what GTA does or if I can do something about it.
 
I tried reinstalling the game that did not help. Thanks for the suggestion but I am not really sure what else I could do. Do you think reinstalling windows would work? I would rather not do that to play one game when everything else works.
 
I just realized that if I turn the graphics settings all the way down it will use all the cores. But turning them back up makes use two cores again. Could this be do to the boost of the cpu and if so how do I disable it?
 


That is very strange. I have the same system (except a GTX 970), and it loads up at least 8 of the threads in task manager.
 
I did try that when I set it to four cores it only used one. Then changing it back it used two again.
Lowering the graphics only worked at the absolute lowest settings with 800 x 600 display.
