Ryzen 5 1600- GTX 970 HIGH CPU-LOW GPU Usage

İ have this problem since i have gathered my pc (since 2015). At first i had fx 8320 with gtx 760, with this build i never had gpu usage over 80%. İ thought i had a bottleneck from one component. First i bought Gtx 970 then ryzen 5 1600 with a new motherborad. Even with the new system i never got the stable fps i needed.

For example: İn PUBG i get 90-99 GPU usage with 40-50 CPU usage in the waiting screen and in the plane. When i start to see people my GPU usage drops 40-70%, my CPU becomes 50-90%.
Not only in pubg, but in every game i never get gpu usage over 90 constantly.

İn DOTA 2 my CPU and GPU works almost the same between %40-%70. No constant FPS

İn Ring of Elysium GPU usage %40-60 CPU usage %40-60

i have tried lots of things to make my GPU usage over %90. such as;

Temps are controlled: max 65 on GPU, max 60 on CPU,
Clockspeeds are as they should be, Vram usage 2500-3000 in pubg
There are no framerate limits: no v-sync, no rivatuner limit, no ingame limit
DirectX, GPU driver, BIOS,CHİPSET drivers are all up to date.
I've tried setting the games' priority to high and real time, and have seen no visible improvement.
Ingame graphics settings sometimes cause an increase in GPU usage, but still not >90%, framerates in games 40-150fps (UNSTABLE).
Fullscreen/borderless modes bring no noticeable changes.
Win 10 power plan is on high performance.
Power connectors are securely attached.
Benchmarks can stress the individual components to 100%, no issue there.
Overclocked my ryzen 5 1600 3.4ghz to 3.8ghz fps got a bit higher but still not stable.
Disabled HPET from my bios and windows still no changes.
Enabled cool n quiet.
İ've optimized my windows 10 for gaming.
i have formated maybe more than 10 times, upgraded to ssd.

Summary: High CPU usage - Low GPU usage
İ have checked other systems same as mine, they get much lower cpu usage with Ryzen 5 1600.
İ still cant figure out what is the problem. Help me i am having this problem for many years.

Gtx 970 msi
16gb 8x2 DDR4 3000Mhz ram
B350m msi mobo
750watt High power 80+ Psu
Windows 10 on 500gb ssd.
Games installed in ssd

Go to the task manager and check for the number of cores active. The condition that you say could be possible with ryzen 1600 if SMT is turned off, i.e. All cores active but running with half the threads.

İn the task manager i see 3 cores 6 threads, in my bios SMT is on Auto, there is no option for SMT on

Actually, you should see 6 cores 12 threads. Seeing 3 cores active explains everything.
See if cores are disabled, in the BIOS.
Have you installed a fresh copy of windows after installing the processor?

yesterday i found a solution which i force the pc to use all cores from Comand prompt(which i forgot what i wrote). I tested my pc,checked my task manager i saw all cores and threads running, my fps got higher and almost stable but still doesnt use my gpu above 90% constantly, but still i was happy about it. But then my pc crashed and blue screen happened. Now i cant boot my pc, so i will install windows again. After windows install i want to try the comand prompt again if i can find what i wrote

When you do a fresh install of Windows, this problem should be solved. Always do a fresh install when changing major hardware.

Rest your bios before installing windows. This command prompt work around isn't the way this should be fixed.

I have a fresh format, new windows and bios is on default. Now i can see all cores and threads, my fps is more stable now. BUT, in many games my GPU usage is around 60-90% and cpu 30-60%. I think i have a bottleneck (GTX 970 - Ryzen 5 1600) but people say that i cant have a bottleneck with this system, but maybe it is the power suply. I see same systems with %95-%99 GPU usage with much higher fps than me.

You need to OC your CPU. Run that thing at 3.7GHz on all cores.

it is on 3.7 Ghz right now, fps is a bit higher but still same usage. I overclocked it to 3.8 before, without changing the voltage, still same usages. I am going to try rx 580 today im hoping for the best.

I have rx470, it's nearly the same power as the gtx 970. My GPU is always at high, except some points. What are your GPU temps, if your GPU temps are high, chances are that your GPU is probably throttling.

I thank each one of you trying to help me. with my new GPU rx 580 now i have %99 stable usage. I dont know why but with my gtx 970 i had some kind of bottleneck. From now on i declare i am no longer a NVIDIA user. AMD FTW
